The Department of Education is notorious for setting schools&lt;br /&gt;up to fail and replacing many with charter schools. The needs of students, parents and&lt;br /&gt;teachers have been ignored, excluding them from the decision making process. This year&lt;br /&gt;25 schools, serving a disproportionate amount of English language learners and students&lt;br /&gt;with special needs, are on the DOE list of schools to close. The majority of these schools&lt;br /&gt;are located in low-income communities throughout city – 10 of the 25 schools are in the&lt;br /&gt;Bronx.&lt;br /&gt;&lt;br /&gt;To elevate the issue that underperforming schools need investment and not just closure,&lt;br /&gt;a civil disobedience action “Fix Our Schools, Don’t Just Close Them” was organized on&lt;br /&gt;Monday January 31st, the day before the first Panel for Education Policy vote on school&lt;br /&gt;closings. Youth leaders from Sistas and Brothas United (SBU), along with members of&lt;br /&gt;the Urban Youth Collaborative (UYC) and the Coalition for Educational Justice (CEJ),&lt;br /&gt;organized a rally and press conference leading up to the civil disobedience in front of&lt;br /&gt;Tweed Courthouse in Manhattan. Over 300 students, parents, city council members,&lt;br /&gt;and other advocates for education reform attended the action. Students and parents from&lt;br /&gt;closing and persistently low-achieving schools recognized real issues in their schools and&lt;br /&gt;spoke passionately about the need to fix problems rather than closing schools.&lt;br /&gt;&lt;br /&gt;Ahmani Croom, 17, Student Council Representative for John F. Kennedy High School and leader at Sistas and Brothas United (SBU) says, “The DOE has been using our school as a place to shove students in who have sadly, been pushed out of their schools. This has been a key method into making Kennedy a low performing high school year after year. Where will future English language learners&lt;br /&gt;and special need students go, if John F. Kennedy High School no longer exists? This can&lt;br /&gt;potentially increase dropout rate of students’ long term.” &lt;br /&gt;&lt;br /&gt;At the closing of the press conference, 23 community members, including city council&lt;br /&gt;members Jumaane Williams and Charles Barron, carried out the civil disobedience&lt;br /&gt;action. Twenty-three brave people, including myself,&amp;nbsp; SBU Director Maria C. Fernandez and&lt;br /&gt;leaders Rafael Pena, Juan Antigua, Miguel Rodriguez, and Tyrek Greene, linked arms&lt;br /&gt;and blocked traffic in front of Tweed Courthouse, while hundreds of students and parents&lt;br /&gt;chanted “Save Our Schools” and cheered them on from the sidewalk. The Commissioners visited 3018 Heath Avenue, 2770/2780&lt;br /&gt;Kingsbridge Terrace and 2785 Sedgwick Avenue and were led by tenant leaders Sergio&lt;br /&gt;Cuevas and Maggie Maldonado through tours of each building as well as multiple&lt;br /&gt;apartments. "I lived in my building for 32 years and I am happy you are here today,”&lt;br /&gt;said Maggie “ We see this as the beginning…of a partnership with HPD that meets the&lt;br /&gt;needs of tenants. We believe you can help us.” The Commissioners brought a team of&lt;br /&gt;inspectors and together with tenant leaders and Receiver Joe Cicciu (Executive Director&lt;br /&gt;of Belmont Arthur LDC) toured the buildings. The night ended with a mass meeting in&lt;br /&gt;Our Lady of Angels Church, a NWBCCC affiliate institution. They told her that they were delaying the foreclosure proceedings and that they had to "review her mortgage info," claiming they didn't know the details of her case.  We will be demanding that they terminate her foreclosure and honor the original agreement.  We will also demand that they meet with us to negotiate a responsible sale price for the two Milbank buildings that they control.&lt;br /&gt;&lt;br /&gt;In the future, there will be way more advance notice for actions and events in our backyard.  We were made aware of Edda's predicament last Wednesday, but because of the hard work of New Day Church and Housing leaders we were able to pull off a good press conference and rally in a short amount of time. Never before has the council voted down a development project sponsored by the Bloomberg administration. This decision has the potential to change the way development is done in NYC and make sure the Bronx is treated with the value it deserves in the future.&lt;br /&gt;&lt;br /&gt;Mayor Bloomberg killed this project by refusing to negotiate in good faith with the Bronx City Council members pushing our case. We hear that over the weekend he pulled any plan for living wage off the table. Nothing else was ever offered to the Bronx in negotiations -- no community space, no recreation facilities, and no union neutrality. We knew the proposed development would cause 10,000 new cars to enter our community in an area ridden with asthma and force local businesses to close, with hundreds losing their jobs. This was a bad plan for the Bronx and our elected officials showed tremendous courage and backbone today by drawing a line in the sand and demanding respect for the people of the Bronx.&lt;br /&gt;&lt;br /&gt;We should all feel extremely proud of our contributions to this campaign. This is an example of how ORGANIZING WORKS and the tremendous organizing activities of the clergy and community over the past 13 years were essential.&lt;br /&gt;&lt;br /&gt;But our work is not over. This is only a partial victory because we still must win what we set out to accomplish: a high road, responsible development in the Armory and schools on 195th St. And we must win dignity for all low-wage workers by passing some living wage legislation.&lt;br /&gt;&lt;br /&gt;There is lots of press links on yesterday's news at:&lt;br /&gt;http://ourarmory.org/articles/list.php?id=29&lt;br /&gt;&lt;br /&gt;We also need to remain vigilant this week that the Mayor does not try to veto the city council's decision. NY1's Lindsey Christ filed the following report.&lt;br /&gt;&lt;br /&gt;More than 5,000 New York City Police Department school safety agents work in the city's public schools every day, and City Council members want to know more about how they interact with the students they are there to protect.&lt;br /&gt;&lt;br /&gt;"Our bill is focused on providing more information and clearer information in three areas: discipline in schools, crime in schools and complaints about school safety agents," said City Council Speaker Christine Quinn.&lt;br /&gt;&lt;br /&gt;At a packed hearing Tuesday, with more than 100 people in overflow rooms, Council members heard testimony on the Student Safety Act, which would require the Department of Education and NYPD to report detailed information about school safety issues.&lt;br /&gt;&lt;br /&gt;Before the hearing, students and advocacy groups insisted the program has to be reformed, saying the police presence in schools not only sets a negative tone but sometimes results in abuse.&lt;br /&gt;&lt;br /&gt;"A school safety agent grabbed me by the shoulders, another agent came up and hit me twice over the head with a flashlight," said one city public school student.&lt;br /&gt;&lt;br /&gt;"Very often school discipline becomes a matter of going to the precinct instead of going to the principal’s office," said New York Civil Liberties Union Executive Director Donna Lieberman.&lt;br /&gt;&lt;br /&gt;In the decade that the police department has managed school safety, reported crime in schools has gone down 34 percent. But there have been several high profile incidents of alleged abuse. But when you see me today, don't just see my face, but the thousands of immigrants in the Bronx, that I represent, each one of them with their own story.&lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;Immigrants come to this country to obey the first natural law – to survive.  We came here to have better educational opportunities for our children, to find better work, and to reunite with our families.&lt;span&gt;  &lt;/span&gt;&lt;span&gt;We are not terrorists, we came here to work very hard and make something better of our future.&lt;span&gt;  &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;b&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;It’s so difficult to come here legally, and has gotten since September 11&lt;sup&gt;th&lt;/sup&gt;.  &lt;/span&gt;&lt;/p&gt;&lt;div&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 10pt; font-family: Garamond; color: black;"&gt;-          &lt;/span&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;Many countries don’t have enough visas, and most of them are for professionals.  The number of visas available has not been increased in 15 years, even though our economy depends on immigrant workers.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 10pt; font-family: Garamond; color: black;"&gt;-          &lt;/span&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;Once you apply, the wait for papers can be as long as 22 years!&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 10pt; font-family: Garamond; color: black;"&gt;-          &lt;/span&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;Also, every year they increase the cost to just file the application for citizenship – now it is $700!&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 10pt; font-family: Garamond; color: black;"&gt;-          &lt;/span&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;That is why 12 million people don’t have papers.  We’ve come here because we’re in between life and death – so we have to try!&lt;/span&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;b&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;  &lt;/div&gt;&lt;p class="MsoNormal"&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;I want you to listen to what happens every single day when people chose to fight for their families.  I’m going to tell you the story of a parishioner at our church; I’ll call her Maria….Maria tried to cross the border from Mexico, to come here, and the “coyotes,” who said they would help her across the border, instead robbed her and raped her.&lt;span&gt;  &lt;/span&gt;As a product of that rape she became pregnant.&lt;span&gt;  &lt;/span&gt;On this side of the border, she was discovered and deported, losing the baby on the way due to miscarriage.&lt;span&gt;  &lt;/span&gt;Her family rejected her after what had happened, and she was depressed and suicidal, with nobody to turn to.&lt;span&gt;  &lt;/span&gt;She has a sister here who told her try again and she did.&lt;span&gt;  &lt;/span&gt;This time she was able to make it and now she is a member of our church, working hard to make a good life for her family.&lt;span&gt;  &lt;/span&gt;This story has a happy ending but we don't know how many others never survive the journey to this Promise  Land.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 10pt; font-family: Arial; color: black;"&gt;We cannot live in a world where people have to struggle so hard to make a better life for themselves and their families.  We have to change the &lt;span class="il"&gt;immigration&lt;/span&gt; system. We cannot stop our fight until all our families can be reunited and allow then to have legal papers. Sept. 9 at 7pm, over 350 Bronx residents gathered from seven denominations at the site of the  Kingsbridge Armory. Community residents and clergy asked for the blessing of good living wage jobs, recreational space, the construction of schools locally, arts, culture and social programs, retailers that serve the community, and a clean, healthy environment both inside and outside of the armory.&lt;br /&gt;&lt;br /&gt;Rev. Doug Cunningham of New Day Methodist church said, "we've been to the hearings, we're at the negotiating table with the developer pushing for good jobs and schools -- but tonight we bring it to a Higher Authority!"  The testimonies delivered reflected the personal struggles of Bronx residents and workers. Minister Edwin Pierce from Unlimited Power of God told us that we were each a little boy, picking up a stone tonight to take down a great enemy (David and Goliath). Rabbi Ari Weiss of Uri L'Tzedek declared courageously to the crowd of nearly 400 people -- I am Jewish. Nosotros necesitamos liderazgo en asuntos como éste que afecta directamente a los latinos en Nueva York y esperábamos que un líder latino de nuestra comunidad nos hubiese ayudado. Lo que sucedió fue todo lo contrario y como dicen en mi país, no todo lo que brilla es oro.&lt;br /&gt;&lt;br /&gt;Ahora muchas personas se están cuestionando al Senador Estatal Pedro Espada, hijo. Como yo resido en su distrito, esto es lo que sé:&lt;br /&gt;&lt;br /&gt;Espada tiene el poder de mover la ley de la protección de inquilinos más importante del Senado, S2237-A. Esta ley terminaría el descontrol de rentas una vez un apartamento esté vacante. Actualmente cualquier apartamento que tiene un alquiler de $2,000 o más, el dueño del edificio puede subir el alquiler al precio que quiera. En mi comunidad de Fordham en el Bronx, no hay muchas personas que pagan alquiler de $2,000. Pero lo que sí tenemos son muchas personas que viven en edificios peligrosos sin calefacción ni agua caliente, reciben cargos ilegales en sus rentas y son intimidados en la corte de vivienda por sus propietarios. A mi mismo me ha pasado todo esto, y yo se muy claramente que la razón por todo esto es la ley de descontrol de rentas. Es un estímulo para los propietarios. Ellos hacen todo lo posible para subir los alquileres y para llegar a su meta de $2,000.&lt;br /&gt;&lt;br /&gt;Yo esperaba que el Senador Espada entendiera esto, pero todo al contrario, yo creo que no tiene idea del sufrimiento que estamos viviendo en el Bronx, ya que el pasa la mayoría de su tiempo en Albany y en su casa en Westchester. Su distrito tiene más de 77,000 apartamentos regulados, la mayoría de ellos de residentes latinos. En vez de apoyarnos, el Senador Espada recibe premios de propietarios, almuerza con ellos, y se junta con millonarios en Albany. Pero cuando yo quiero reunirme con él, se me hace muy difícil. The bill was a part of legislative package to preserve affordable housing by increasing penalties on landlords who harass tenants or violate rent-regulation orders, prevent landlords from exploiting loopholes to raise rents when leases are renewed and stop them from charging more rent for questionable "capital improvements."&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size:100%;"&gt;Our legislation would also increase the rent and income thresholds for rent stabilization so that more middle income families can keep their homes.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size:100%;"&gt;Finally, we voted to change the law to give New York City - not Albany - control over rent regulation. New York City tenants shouldn't have to beg upstate legislators for better rent laws.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size:100%;"&gt;Too many families are being priced out of their communities by skyrocketing rents. That's why it's crucial that we do everything possible to protect rent stabilized and rent controlled tenants, and ensure that working families can continue to afford to live in the neighborhoods they call home.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size:100%;"&gt;Thank you for everything you did to get us to this point.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size:100%;"&gt;The legislation we approved today was the result of the tireless work of tenants and advocates who have made the calls, written the letters and traveled to Albany to share Morning Edition- by Pam Fessler&lt;br /&gt;&lt;br /&gt;More than 2,000 community organizers met in Washington, D.C., last month to celebrate the election of one of their own, Barack Obama, and also to ask: Now what? How could they use what they hope will be unprecedented access in a new administration? Will the poor and powerless really have a voice?&lt;br /&gt;&lt;br /&gt;For those gathered recently at the Washington Hilton, it was a long-awaited moment. For years, these community organizers had been stuck in the wings.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Teresa Anderson, of the &lt;a href="http://www.northwestbronx.org/"&gt;Northwest Bronx Community and Clergy Coalition&lt;/a&gt;, told members of the crowd it was their time to shine. She recalled a promise made in Iowa a year earlier. &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;"Sen. Obama, now President-elect Obama, told us that we would have a place at the table where the decisions that impact all of us were going to be made," Anderson said. "Today, we are here to keep that promise. Today is a new day."&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;The audience erupted into cheers, chanting, "Fired up and ready to go." The crowd was so ecstatic — and expectations so high — the ballroom walls actually shook.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;This wasn't your typical Washington affair. The activists, with their brightly colored T-shirts and baseball caps, traveled by bus from more than 30 states. Many had children in tow and hope in their eyes. These people are usually out on the front lines, pushing for things such as low-income housing, universal health care and a higher minimum wage. But here they were, on the inside, being courted by soon-to-be White House aides, such as Obama domestic policy adviser Melody Barnes.&lt;br /&gt;&lt;br /&gt;"We are counting — counting on you to talk to us," Barnes told the crowd. "And we have already started that process of listening to people on health care so that we can use that information to build the solutions that are going to bring opportunity and mobility back to this country."&lt;br /&gt;&lt;br /&gt;But a few blocks away was a sober reminder of just what these groups are up against. Executives from the Big Three auto companies were appearing on Capitol Hill to plead for a $34 billion government bailout.&lt;br /&gt;&lt;br /&gt;Gerry Hudson, of the Service Employees International Union, tried to bring everyone down to earth.&lt;br /&gt;&lt;br /&gt;"I know, and you know, that this will not happen just because we now have a friend in the White House," Hudson said. was one of eight organizations that planned the spirited gathering against vacancy decontrol, along with ACORN, Community Voices Heard, Make the Road NY, NYS Tenants and; Neighbors Coalition. &lt;strong&gt;For more pictures&lt;/strong&gt; &lt;a href="http://www.eastharlempreservation.org/docs/vacancylaw/index.htm"&gt;click here&lt;/a&gt;. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;a href="http://www.tenant.net/tengroup/Metcounc/May97/vacancy.html"&gt;&lt;strong&gt;Vacancy decontrol&lt;/strong&gt; &lt;/a&gt;is the process of preserving rent controls and tenant protections for occupied apartments, but removing them once the tenant moves out—is often mentioned as a "compromise" that would protect "tenants in place" but still give landlords some of what they want.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;Studies have shown that it has not spurred development nor improved housing stock in the city but is simply a way that landlords can manipulate tenants.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;em&gt;&lt;strong&gt;Our leaders Ramona Santana and Ana Lugo of the NWBCCC Housing Committee gave excellent speeches at the event.&lt;/strong&gt;&lt;/em&gt;
